If anyone needs this, (for testing download speed, file size reading, etc) try this command line tool:

fsutil file createnew [file name] [file size in bytes]

Remember that fsutil does not treat 1kb as 1000 bytes, but 1kb as 1024 bytes.
1mb = 1048576 b, and 1gb = 1073741824 b (1gb files not recommended)
